Torrent Tracker Software

Hello All

Is there any torrent tracker software or mod available to use with vb 3.6.8. I am not having much idea about how the torrent sites work, but I would like to implement torrents in my forum so that users can share huge datas w/o uploading to any servers.

Is the Torrent Software free / paid and where could I get it.
Does VB license allows to use torrents with their product and is it compatible
Any links of websites where I can get more information on what is torrent and how they need to be installed withing vb forums
