This will allow any user to view the author of a tag by putting their mouse over one while in "Edit Tags" mode (exactly like a Mod/Admin can).

Open /threadtag.php and find:

        if (!can_moderate($threadinfo['forumid'], 'caneditthreads'))

        {

            $tag['username'] = '';

        }

Delete it.

Job done.
