how to have variable carry through entire site?

I am trying to create a variable that I want to stay constant throughout the entire site. Basically I created a random string (either 1 or 2), if the random number is 1, it will show 1 type of ad through the entire site. If it's number 2, then it shows the other. Right now I have the random variable in the global.php script, and it seems to place both 1 and 2 ads on the page.
