Dropdown (templating?) issue

I'm having major problems with the drop down (quick links) menu. I cannot get it to work and now I have found a second problem. When viewing the site with IE, all of the drop down "popup menu" items show vertically. They shouldn't be showing in the forum view at all. I cannot figure out what went wrong.

Anyone familiar enough with the templates and also have the time to help me through this?

I'd really like to be able to talk it over via an instant messenger but would definitely settle for PM here or even just a response post. Thanks to anyone willing to help.
