changing the order of categories

Can you do it? Suppose I have:

Cat1
Forum1
Forum2
Cat2
Forum1
Forum2
Forum3

Can I switch that to:

Cat2
Forum1
Forum2
Forum3
Cat1
Forum1
Forum2

?????
