Not the one that has the THANK YOU button and displays all the users comments...

but the one that you just click a THUMBS UP and lets you leave a comment and the user can see the comment in the USER CP.

The Reputation System? It's a default vBulletin feature.

Is there a way to show HOW MANY points they have NEXT to the little green box? I saw it on another site.

Yea, I believe that it's an option somewhere, can't remember what it's called though.
