I'm also looking for something like this. I've seen it on some other site, where members can leave comments on pages outside of vBulletin.

Not 100% sure but I think he's manually making articles and pullin certain forums or threads to the page by using <? include ("blah blah"); ?>. When you hover over or select properties on the buttons for the first example, his forum path is "/bbs/" and the page that review is on is "/content/".
