Infraction System

Is there a hack for 3.5 for the Infraction system that's built in 3.6?

I have a 3.5 forum running I can't upgrade because of all the hard coded hacks I have.

I want the infraction system so users can start helping moderate the community.

Is there a plugin for 3.5?
