Hi i have got 5 million email list in plain text document. is it possible to insert this into vbulletin database, so i can send them an email from web???

I would not know of a quick way to do that.

I do know however that your hosting account will probably be canceled within a few hours after doing so, if it takes that long.

i have got dedicated server, why they would cancell it for? also how long it would take?

Does not matter what kind of server you got. Sending out unrequested emails to multiple people is considered spam, and it will bring your server offline faster then the speed of light.

If your host does not take any measurements against someone spamming from their network, their whole network can be cut off by the datacenter, so you can count on it that they take it serious and act fast.
