IP Question and Confusion!!

I'm not sure this is where this goes, so hopefully it's okay, please move it if it needs to be.

Anyways, on our board I was doing some digging today and it shows 3 people with the same IP, one being ME with 2 completely different members. How can this be?? I know for a fact they are different people, and have considered since they are 'friends' they could be sharing the account, but that still doesn't explain ME in the mix ??? How can someone in different states and never been in the account have the same IP ?? My Hubby has explained to me that they may be using a proxy to hide their IP and all, but WHY is mine pulling like hers and is showing ME in the state/town she's actually in!!!

This is disturbing to me since I have NO idea how this could be happening to my IP. And if she was using a proxy, why isn't hers changing to a different place, and not mine ??? This makes NO sense to me!

Anyone ever have something like this happen ??

No one knows how this can be happening to MY Ip at least ??
