Thread posting order all screwed up... help please.

Well this one board that i admin has been having a problem for about 2 months with their posts.

For some reason, when they make new thread, instead of being displayed at the top of the list(forumdisplay i believe) it gets put somewhere in the middle..... on like page 3 out of 4.

Ive tried everything i can think of, and nothing has fixed this... new threads still end up getting put way behind, and old threads that no one is replying to remain on t he first page.

this is kind of screwing up the community so we need to get it fixed somehow.
