I've noticed that on my forum that "New Posts" doesn't always show new posts. It might show none or a few, but never all. Any ideas why?

New posts does not show threads in which you are the last poster, or new threads that you have created.

If it is not showing new posts from other users, then you will need to change your mark forums read settings in the ACP (vBOptions > General Settings > Thread/Forum Read Marking Type) Select One of the bottom two options.

I don't see an option for that in ACP. I'm using VB 3.0.17
