Users Awaiting Moderation to a different default group?

I *know* I've seen this before, but I have searched and searched and cannot find it now.

Right now users awaiting modification default to usergroup #2 when approved. I would like for them to be moved to usergroup #16 when approved.

Where in the templates do I change that info?
