Is there a way to send an email to each members email address on my forum? Im having an update and i need to tell them but it would be impossible to email each separatly because i have over 2k members. Im running 3.6.0.

vBulletin supports mass emailing:

Go to your AdminCP then click Users from the left-hand menu, then select 'Send email to users'.

Make sure your "Share Hosting" allows you to send unlimited e-mail. I know my hosting only allows me 200 per hr or 2000 a day.
