Is it anyway the a certain special usergroup can post threads, but regular user can just view them and post relies only!

Yes, you can do this with forum permissions.

Leave the permissions for the group that you want to be able to post threads alone for that forum then edit the other user groups and change 'Can post new threads' to 'no' and save it. You will need to do this for each usergroup that you want to only be able to post replies.
