Newest member of a usergroup. (maybe a phrase)

say "joe" has just joined usergroup 12 is there a way to put a piece of text in forum display saying

"welcome Joe" in a forum I choose? (I can code it to show this in one forum only using IF conditions, if it comes to that)
But I need this code first if someone could help me out.
