Icon based control-panel inside a thread

I'm a long time php-coder who is fairly new to vB. Bellow is what I'd like to do - if you could help point me in the right direction to get started that would be great!

I have an online community which has a "staff" membership group. The staff membership group can view a "staff forum" that visitors cannot see. When they view the staff forum I would like to be able to output a panel with icons (being links) to some admin pages.

I would like these admin pages to be able to verify if the user is logged to vB and that they are a member of the "staff" group.
