Have a specific post limit before you can create a new thread in a certain forum?

Well teh title says it all, sorry im still learning vbulletin, but i plan to ask many questions i cannot figure out here to help me learn if thats ok.

Well there is a request section on my forum, where they can request certain things related to gaming etc, my question is how can i make this forum have a post limit, of say 10 before members can create a thread, but they can still view and reply to others threads in taht forum?

I havent seen an option in the vbulletin Admin Control Panel, so im thinking there must be a certain mod availible?
