What exactly is vbadvanced?

I went to the site and saw a lot of links and a lot of adverts. What else is it?

vBAdvanced is a Portal. It's like a "Welcome to our Site" page. Just take a look at this site's Portal; it's not vBAdvanced, but similar. There's a full explanation of vBAdvanced's features at vbadvanced.com.

Anyway, back to the topic - so would i be correct in understanding vbadvanced as a form of 'drupal'?

So to use vbadvanced in a simlar fashion to yours, would it be the cmps download i'd have to get, or something else that i'm not seeing..?

Yup, I'm just running straight up vBAdvanced. Keep in mind I've got a lot of code tweaks and custom blocks, but nothing too out there and the framework is the same.
