How can I rework the COPPA engine to send an email to parent?

I'm building a vB system for a rather large toy company, so obviously they are concerned about COPPA, but they want the system to send out an email confirmation to the 'Parent' of the child, instead of having that parent have to print out, fill in, and mail/fax the form back - which is rather old-fashioned.

Can someone at least point me to where in the pages the system generates the emails, so I can hopefully duplicate/modify the one sent to the child and rework it so the parent is the one who clicks on the registration link and fills in the rest of the information?
