Best way to make public radio stream on forum to user?

I've vbulletin 3.5.4, the shoutcast lite plugin and of course shoutcast stream on my server in severel hours not 24h.

If the radio is online it shows at the bottom of the index.php page that it's online and user kann select player. The stream hours are not always same, sometimes there is 2-3 times sessions in our forum sometimes 24h nothing.

If the radio is online I will make it public so that all users SEE THAT IT'S ONLINE. I try it with the vbPager system, I paging all users if radio is online. And sometimes I anonce it via the 'dynamic annoucsystem' (also a plugin) with a popup on index.php. But this methods are all manually, can you suggest me a better system to make a better 'marketing' if radio is online?
