i think we can cut down on Non-release threads popping up in the mods database by changing the new thread button to something like "New Modification" or "Post New Modification"

Indeed... I think I even suggested this at some point.

This one is on the list of suggestions for when we go to 3.6.

Yes we have plans to attempt to reduce the number of these types of threads in the new re-design of the site
