Can I do this with conditionals?

I want a simple, special feature for one of the subforums at my site. I want to show an image on the forumdisplay.php in only one forum when the users enters it and he/she has not viewing that specific forum in X days/hours.

As an example, it could be that I have not viewed one of the forums for the last 2 days, so when I enter it, it would show me an image (saying whatever...), and it will be gone once I reload that page.

Can this be done with conditionals or is it a little bit more complex to archieve?
