I dlook at the Darkness style posted here, that has a similar looking header, maybe it would give you the insight how you can acheive that better than someone trying to explain it.

Well could someone try and tell me how to do it? I basically just want to integrate the forum into the space on my site shown in the image. Do I need to call the forum using php or something.

if your header and left side panel are in a "wrapper", you simply have to add that content in the "header" template of vBulletin itself...
