Is This Legal, and, Is There Any Way?? Basic Questions

Right First Of All Is This Legal?

My php coder has a spare vbulletin licence so he gives me vbulletin to run on my site, although i dont own the licence he does but the licence wasnt being used by him

Is This Possible?

Is it possible to make it so that my email addy (and his) can access downloads? at the moment only he can and its rather annoying
