I am moving my site. I plan to use vB 3.8.4. I'd like to install my mysql dump from my previous host. I am running 3.5.4 over there. Is this OK?

If not, what's the procedure?

You are running mysql version 3.5.4 (I don't think there is one)? Or do you mean vbulletin version 3.5.4. You need to find out what mysql version (and php version) you are using on the old server and on the new server.
