It's easy to forget how difficult it can be for a new member to know how to start a new thread, so I was wondering if there's a mod that...

Adds an 'Add New Thread' link or button in the navbar, that will drop-down a box listing all forum categories with a message like 'Please choose the forum for your new thread'. Each link will then go the relevant 'New Thread' page for that category?

I could build it with static links, but it'd be great if it could happen by displaying the category links based on permissions etc

You could do it yourself using the "Add a drop down menu to your navbar" article in the articles section and then just wrap conditionals around the links to the forums that have permissions associated with them.
