Make posts in the chatbox count towards the post total? and the same with comments? Can profile comments in 3.7 count as posts towards the total?

For the shoutbox, you would need to contact the author of that shoutbox. As for profile comments, I believe you cannot in a default installation of vBulletin, but should be possible with a modification.
