Thinking about purchasing

I'm thinking about purchasing, but I need to know if the following hacks exist.

1, Topic limit. Users in a certain group can post x topics on an x amount of time.
2, New users automatically join an x group when they register.
3, An awards hack.

Where can I find someone to transfer my phpbb to vbulletin?
