Is there a hack that i can use to restric newly registered user to post URL link on my forum or allow only URL link for user post count XX and above?

If you are talking about in the signature you can just edit the permissions to disallow signatures for your new registered users and do a promotion from that group to another group after x posts, rep points, etc..

I use this way just because it is an easy way to see who is involved on the board vs. just reading.
