report.php and usernotes

is it possible to do the following:

john doe makes a post. jane doe comes along, reads the post, finds it offensive in some way and decides to report it.

is there a way to get the above report added to john does usernotes when the report is submitted? if so how?

why would i want to do this? im working on a mod for our forums that will work off of report.php.
