plugin system sucks?

I was just working on my hack and making it ready for 3.5, but what a waste of time.

I need only 6 edits for the entire vBDownloads mod:
1) includes/adminfunctions_template.php
2) includes/db_mysql.php
3) admincp/usergroup.php
4) admincp/index.php
5) includes/functions_online.php
6) includes/init.php

However, out of these, only 2 of them could be edited via the plugin system. What good is a system where it still needs 5/7ths of the editing? Why arent there any plugin spaces for the admincp? I can understand that db_mysql wouldnt have a plugin space, but the admincp? Many hacks edit the admin section - it is very important.

One idea of the beta is, to find out where coders need additional hook locations.
