Custom user titles

For some reason, all of our new registered users have the custom titles turned off. I'm having to edit each new user one by one. I have selected yes for the "Can Use Custom Title" function in the usergroup settings. I've even gone as far as to remove all preset user titles, but they still do not have the permission. Next, I set the permission to "yes" on every usergroup, including Unregistered, and still nothing. Where else can I check? Appreciate all your help.

Okay, think I got it figured out. Whenever a new user posts, the permissions for custom user title activates it seems. But if an user does not post (0 posts) the permission remains deactivated. Weird...
