Hello. Please help me with a few question :)

I have a few questions hoping you guys can answer for me. There are a few things I am looking for they are listed at bottom, would apreciate ANY help.

1) I am looking for a way to figure out a person's ip WITHOUT them having to post? My site is based on trust. If you break that trust you must be banned.

2) Also, I have a rule if you do not post within 2 weeks of your account making your account will be deleted. Is there any quick ans easy way to automatically do this by chance??

I sure would apreciate the help. Anything is welcome lol..
