No cache headers being insterted still?

All the pages on my forums have this in the header:

<META http-equiv=Pragma content=no-cache>
<META http-equiv=Expires content=-1>
<META http-equiv=Cache-Control content=no-cache>
<!-- end no cache headers -->

Is this the "no cache header" that there is an option to turn off? I have this disabled and I still see this on all of my pages. What should I do? Thanks.
