I have always wanted to know how to create a page that is branched off the forum...

like say example for here would be if some1 wanted to see Rules and Regulations, and you wanted it to be a page instead of a thread...it would be something like:

https://vborg.vbsupport.ru/index.php?rulesandreg

or something...just a offspring of the forum...and it would have the header and footer and look exactly like the forum...i know there is a addon for vb2 on the .org, but i just wondering is there a easier way to make a page like that without hacking a board?
