content management recommendations

Hi. I need a content management system for a large website.


Here is the kicker.
I need one that outputs the pages in html.
I think this is the way to go for bigger sites.
Something that when I modify a link in my menu it does it site wide.
One last thing. I don't won't one that requires a user to log in.
No need to integrate with vbulletin.

It doesn't have to be free because I realize the amount of time programmers spend on this stuff and hey they've got to eat too.

So..........
Any of you know of a good program that can do this?
Or if you are looking maybe we can work together on this and try to find something decent.
