Is there someone who builds forums for hire?

Hello guys, I've recently purchased a web site and signed up for hosting through VBulletin and am looking for someone who professionally builds forums to build one for me, I have another forum I would like to use as a general guide and change the section names later. Can anyone suggest someone who does this for a business?
