Time ago vbulletin facebook connect did not work so my question it's now been working with the api so that Facebook users are able to log in?

I believe if you are running vB4.2.3, then Facebook Connect should work.

I think the user_activities, user_interests must be set off for asking butt where can i do that?

I have follow them 2 times i make a new api just like what Joe.D have let see there butt nothing.
