Default Opinion on site host ..
Is anyone familiar with Arvixe hosting? They are highly rated on a few of the host reviews I've looked at.

Always a red flag when a host offers anything "Unlimited" unless you don't mind being lied to.

One of my clients has Arvix. They are ok. Not great but ok.

Unlimited hosting does not exist, they usually state in the terms of service that you may not use more resources than the average user on their server.
Regardless, you get what you pay for. Don't expect something amazing for $4/month.

My site is very low traffic so I have no need for "something amazing". I've decided to go with Bluehost's premium package so no further discussion is needed. Thank you

We had a VPS with them, it did not perform at all and we moved after two months. It was IO bound.

I have been with BH for years, shared, low traffic, two heavily modified sites, one with almost 10000 arcade games that get played a lot daily... No issues what so ever. We have had issues in the past but, nothing that was not fixed in seconds to a few minutes.
