Navbar modifications (Move Above Header + Sub-Links)

Hello!

I am wondering if there is some way to move the navbar above the header image, but still below the user control panel at the very top. I am also curious if perhaps the sub-links of each navbar tab could be added to same bar, but aligned to the right hand side. Here is a mockup I made of what I am trying to achieve:
