where i can find the translation bar i saw it once on the Vb4mods and am not seeing it anymore

translation bar lets users choose their language

AdminCP > Languages & Phrases > Language Manager. Add languages and make sure you set Allow User Selection to yes. Then, if you have more than one language, the language chooser will show up.

You will have to do a search for that as I have never seen it before.

Thats now a paid modification found at vbenterprisetranslator.com translations are no longer free (well not many as the only free API provider untill the end of next year is Microsoft, Google have ceased free translations or will do by December 1st), however the developers are still searching for free or lo-cost translations.
