Category forumdisplay.php question

I'm basically on a new install of vB4 and one thing I noticed was that if you click a category it doesn't have the "Post New Thread" link, but instead just empty space where it would otherwise be. For an example of what I'm talking about view this: https://www.vbulletin.com/forum/foru...-Announcements On mine there would just be a blank where the post button is. Please help =)
