Webcam Split Screen for Forums Hack

I have a forum website that hosts poetry and rap battles. I am looking for someone who can help me create a program or a modification where I can have a system of a split-screen for forum members to do live rap battles. I know this is a major hack, and I'm offering payment to someone who could create this modification for my forums.

Here are my preferences I want for the split screen system:

> It should be able to work well with the Vbulletin Forum software that my website runs

> There should be 2 screens showing at once, each able to connect to a member's webcam live, so we can see 2 people having a rap battle live.

> The show that appears on the split-screen should be recordable. That means we can save whatever appears live in the video player or split screen

> I'm only asking for 1 channel, where only 2 forum members can battle at 1 time.

> If possible, the administrator could provide access to the split screen to a forum member.

> The hack should be able to be installed in Vbulletin 4.x

> The administrator should have control over who can access the split-screen, and when it can be turned off or on.

> If possible, other forum members can chat below the split-screen video while the members in the video are having a battle.

> This feature should be able to link to a forum so members can go to the page where they can watch the battle.

> This feature should work smoothly, error-free, with easy connection for members and administrators.

> I don't want the system to take too much user bandwith
