Editing a Template

I have recently purchased the vBulletin Publishing Suite 4.0 and am now looking at the design side of it, I am wanting to add a new header section, including navagation, then remove the exsisting navagation menu (as I'm guessing I can display sub catagories in a side menu) I also want to edit the background colour and remove the breadcrumb path, so I have three questions...

1) is this easily doable?
2) Would I be able to do all the editing in dreamweaver or would I need to do it via the admin area?
3) Or would I be better of saving up and getting a custom skin designed?

Also lastly for some reason when I try to go to admincp I get a totally blank white page, so to get into admincp I first have to go to the modcp, and then admincp which is very strange.
