What is the difference between a member's contacts and friends? How does vB distinguish between them?

It's part of Profile Privacy, which allows users to set things to either:
Everyone, Registered Users, Contacts, Friends.

Yes, but the buddylist shows all contacts. Is there a smiliar list for friends?

No. There isn't separate lists.
