Is there any way to make global announcements behave like normal threads (users can reply, etc.) ?

No. An announcement is just that: an announcement. No users can respond to global announcements.

The only way you could achieve this, is just copying the thread to every postable forum on your site.

Too bad! I think that a "global thread" (a thread that is visible at the top of every forum) could be useful in some cases.
