Do a Search in Templates for one of the three reasons, like "fill in the form at the bottom"

Did search in templates and styles & phrases, as well as checked a few .php files and cannot find where this is.

Then shorten the phrase because obviously it is in there if you are seeing it. Try a search on just "the administrator may have disabled your account". I get the nopermission_loggedin phrase. Do you not get that one? Make sure you are searching in the text, and not the phrase title.
