Badges Controlled By The User Control Panel

I am basically interested in creating a modification that would be controlled by an option in the User Control Panel. So, a member would go and either click yes or no to this option and based on their response they would get a certain image badge in their public profile as well as underneath their username in threads. Is there anything like this available now or any tips on how I could create it?
